Bringing her in from before she met the Master would absolutely be allowed. Despite the lack of canon about that time period, as long as the app’s strong and there’s a clear connection to the person she is in canon, you should be in the clear.
The Doctor Who OC should be alright too - given the way Doctor Who itself tends to play with historical figures, it seems very much in keeping with the spirit of canon. Go forth and app!

Got a question–I’m interested in applying for Lucy Saxon (Doctor Who) here, but as a way to stretch myself, I’d like to bring her in from before she met the Master. Since there’s very little canon about the person she was back then, would that be discouraged?
Also–I’m also interested in applying for a character as a Doctor Who OC, but he’s also a real person (Jack Phillips, one of the wireless operators on the Titanic; I’ve played him this way before). Would that be discouraged as well?
